Tender writing services help you write a response to a tender. A tender alert service helps you find the notices worth responding to and, in our case, checks them against your business first. They solve different problems. In our view, finding and filtering usually comes first, because a polished bid for a contract you can’t be awarded is money wasted.
This page covers what a writer does, what a writer can’t fix, who should hire one, and the questions to ask before you do. It doesn’t quote bid writing consultant cost, because we haven’t found a reliable source for prices.
TenderWorthy is a tender alert service. We don’t offer bid writing.
What you’d pay a tender writer to help with
A bid is scored against what the buyer publishes, so that is what a writer works from. Under the Procurement Act 2023 there are three things to know:
- The tender notice and associated tender documents. The buyer must provide the associated tender documents in line with the notice, and must be satisfied they give suppliers enough information to prepare a tender, including details of what it needs (section 21).
- Conditions of participation. These are the buyer’s tests of your legal and financial capacity, or your technical ability (section 22). Our guide to conditions of participation and the PSQ explains how buyers ask for them.
- Award criteria and the assessment methodology. The buyer must describe how tenders will be assessed against the criteria, and say whether failing one disqualifies a tender (section 23). See how tenders are scored.
Help with bid writing means help answering those questions to the standard the buyer will score. Which parts you hand over and which you keep is something to agree with whoever you hire.
What a tender alert service does
A tender alert service finds notices and sends them to you. The free ones stop there, and for some firms that is enough.
Both government services offer free alerts. gov.uk’s short guide describes saving a search on Find a Tender and being emailed when a matching notice is posted. Contracts Finder says you can create an account to get email updates. Our page on free government alerts covers setup and limits.
On Pro, TenderWorthy checks notices that fit your trade and area against what each states about your insurance, certifications, location and turnover, and flags points a notice leaves vague to confirm in the tender pack. We cover Find a Tender and Contracts Finder only. See how TenderWorthy checks notices, or tender alert services compared for other options.

A writer can’t fix a failed condition
Good writing can improve how you answer a question. It can’t change whether you qualify.
The Act says the buyer must disregard “any tender from a supplier that does not satisfy the conditions of participation” (section 19(3)(a)). Those conditions can cover legal and financial capacity and technical ability (section 22(1)). A well-written bid from a firm that fails one is still set aside.
Insurance is one example. A buyer can’t require insurance for performing the contract to be in place before award (section 22(3)(b); gov.uk conditions guidance, para 18). It can make it a condition that you will have the required cover when the contract starts, and ask for evidence: for example, a certificate showing you already hold it, or a letter from an insurer saying it would offer you the cover plus your commitment to take it out. If you rely on the insurer’s letter, the guidance says the buyer must verify the cover is in place before it can award you the contract (para 19). Whether you can get that cover is a question for your broker, ideally before you pay for words.
The catch is where requirements sit. In the week to 10 Oct 2026, 29 of 470 live notices in our data (about 6%) stated insurance requirements in the notice itself (as of 10 Oct 2026; how we count). For the rest, check the tender pack. So run the check first: our bid or no-bid checklist is the place to start.
Who should hire a tender writing service
Hire a writer instead of, or as well as, an alert service if one of these fits:
- The bid is large, or heavy on quality questions. A big contract or framework place with a lot of scored written answers is where good writing is most likely to matter.
- Nobody in-house can write to the assessment criteria. Knowing your trade and writing about it for a scorer are different skills.
- The deadline collides with delivery work. If your best people are on site, they aren’t writing.
- It’s your first bid in a new sector. A writer who knows how buyers there think can help you avoid basic misses.
If that’s you, a writer can be money well spent. Pair it with a way to pick the right tenders, so you pay for writing only where you qualify.
Questions to ask before you hire one
Prices vary by job, so ask rather than assume. These questions work for any bid writing consultant or agency:
- How do you charge: a day rate, a fixed fee per bid, a success fee, or a mix? What’s included?
- Who will actually write it, and have they written in our sector?
- Can we see redacted examples and speak to references?
- Who owns the text afterwards, and can we reuse it?
- What do you need from us, and by when?
- How do you handle confidentiality and conflicts, for example if you also write for competitors bidding on the same tender?
- Will you check our eligibility against the conditions of participation before starting?
Be wary of win-rate claims you can’t check. Ask how the figure was worked out and whether you can see the basis.
Writing it yourself
Not every bid needs paid help. In our opinion, many first bids are smaller contracts you can write yourself. Our guide to writing a tender response yourself covers structure and scoring.
Disclosure
TenderWorthy is a tender alert service and is one of the options on this page, so weigh our view accordingly. We don’t sell bid writing, and TenderWorthy is not affiliated with any bid writing firm.
How we compare. We follow the rules on comparing identifiable competitors: like-for-like needs, features a reader can verify, and no disparagement (CAP Code, section 3; ASA guidance; Business Protection from Misleading Marketing Regulations 2008, regulation 4). This page names no bid writing firm and gives no bid writer prices, because we have no verifiable source for either. Gov.uk alert details and TenderWorthy prices are as checked on 11 Oct 2026. If something here is wrong, tell us and we will correct it.
Questions
How much do tender writing services cost?
We don't publish a range, because we've found no reliable source for one. Prices depend on the job and on how the writer charges. Ask whether it's a day rate, a fixed fee per bid, a success fee or a mix, and get what's included in writing before you agree.
Is a tender alert service a replacement for a bid writer?
No. They do different jobs. An alert service finds notices and, in TenderWorthy's case, checks what each states against your business. A writer helps you answer the buyer's questions once you have decided to bid.
Can a bid writer help if I don't meet the requirements?
Not with a condition of participation. The Procurement Act 2023, section 19(3)(a), says the buyer must disregard a tender from a supplier that doesn't satisfy them. Check eligibility before you pay for writing.
Should a small business hire a tender writer for its first bid?
It depends on the bid. In our opinion, a writer can help on a large or complex bid, and many first bids are smaller contracts you can write yourself. Our guide to writing a tender response covers the DIY route.
Does TenderWorthy write tenders?
No. TenderWorthy is a tender alert service. We find notices on Find a Tender and Contracts Finder and, on Pro, check what those notices state against your profile. We don't offer bid writing.
