Fire safety tenders cover fire alarm installation and maintenance, servicing of firefighting equipment, fire protection installation and fire safety consultancy, bought by councils, schools, universities and NHS trusts. Buyers code this work inconsistently, so the live list on this page combines installation, maintenance and consultancy codes. This page explains the legal duty behind maintenance contracts, what buyers check and how to win maintenance work. Our tender eligibility checker is coming soon. Until then, tell us your trade and postcode to join the free weekly list of live tenders, starting soon.

What buyers usually ask fire safety suppliers for

Buyers contract this work to manage a legal duty, so competence and cover come up. The pack sets the detail.

Why buyers contract this work

Under article 17 of the Regulatory Reform (Fire Safety) Order 2005 (England and Wales; Scotland and Northern Ireland have separate fire safety law), where necessary to safeguard the safety of relevant persons, the responsible person must ensure that the premises, and the facilities, equipment and devices provided under the Order, are subject to a suitable system of maintenance and are maintained in an efficient state, in efficient working order and in good repair. That duty is the backdrop to alarm and equipment maintenance contracts. We don’t give fire safety legal advice beyond that article. The pack and the buyer decide what is needed.

Third-party certification of installers and assessors

Packs can ask installers and assessors for third-party certification. We haven’t sourced any scheme or any legal requirement for it, so we name none and don’t claim it is mandatory. Read the pack for the scheme named, what the certificate must cover (design, installation, maintenance or assessment) and whether it must be held when you bid or by contract start.

Electrical competence for alarm wiring

Alarm wiring is electrical work. Regulation 16 of the Electricity at Work Regulations 1989 says no one is to be engaged in work where technical knowledge or experience is necessary to prevent danger unless they have it, or are under an appropriate degree of supervision. Competent person schemes let installers self-certify certain building work instead of getting building regulations approval. For buildings other than dwellings, the gov.uk list covers only the installation of lighting or electrical heating systems, so check whether a scheme covers alarm wiring at all. Whether a scheme covers a given job is for the pack and the scheme operator to say.

SSIP and insurance

Some packs ask for a health and safety assessment scheme; see SSIP, CHAS and Constructionline. If you employ staff, employers’ liability insurance is compulsory for employers in Great Britain, with limited exemptions (the 1969 Act). Public liability is set by each buyer, and fire risk assessors may also be asked for professional indemnity; see public liability insurance and professional indemnity for risk assessors.

DBS checks for school and healthcare sites

For work in schools and healthcare, packs may ask for DBS checks. The DBS offers basic, standard, enhanced, and enhanced-with-barred-lists checks. Standard and enhanced checks are only for certain roles, and Scotland and Northern Ireland have different rules. Check which level the pack expects, and for which staff.

How to win fire safety contracts

Maintenance contracts: asset lists, visit frequencies and call-out service levels

Maintenance is priced on what is installed and how often it is visited. Ask for the asset list (panels, detectors, sounders, extinguishers), system ages, visit frequencies and response times, and use clarification questions if they are missing. Price call-outs against the response time in the pack, not the one you usually offer.

Lots by site type or system, and below-threshold work

On above-threshold contracts, buyers must consider lots, or give reasons for not using them, so work may be split by site type or system, with alarms in one lot and extinguishers in another. Which thresholds apply depends on whether the notice treats the contract as services or works, so check the notice. From 1 January 2026, services contracts fall under the full Act rules at £135,018 including VAT for central government and £207,720 for other authorities, and works contracts at £5,193,000.

Below those thresholds, when a buyer invites tenders, section 85 bars a separate suitability stage before tenders are submitted, but the buyer can still assess suitability at the award stage (Welsh devolved buyers follow their own rules, and call-offs from frameworks are excluded). The exception is works contracts estimated at £135,018 or more (central government) or £207,720 or more (others), where that bar doesn’t apply.

If a buyer advertises a below-threshold contract worth £12,000 or more (central government, including NHS trusts) or £30,000 or more (other authorities), including VAT, it must first publish a below-threshold tender notice (section 87). Buyers can also invite quotes from chosen suppliers without advertising. Procurement by a school is outside these rules.

Evidence: certificates, logbooks and remedial reporting

Evaluators want proof that work is done and recorded. Show sample service certificates, how logbooks are kept and updated, and how you report defects and quote remedial work, with timescales. Say who the buyer’s contact is for each step.

Pitfalls to check before you commit

  • Pricing remedials. Decide whether remedial work is quoted separately or capped, and who approves it before it starts.
  • Out-of-hours response. Check the cover hours for call-outs and what you can staff overnight and at weekends.
  • Unclear system ages. If the pack doesn’t state the age and condition of the systems, ask. Older systems can cost more to maintain.

Who issues fire safety tenders

Councils, universities, schools and NHS trusts all maintain fire safety systems. We have no fire-only weekly count. The nearest divisions in our data are electrical equipment (division 31, 15 live notices) and installation (division 51, 11 live notices) in the week to 10 Oct 2026, and both are much wider than fire safety, so expect a small live list here. For related work, see electrical equipment tenders, construction tenders, repair and maintenance tenders, M&E tenders, electrical contracts and facilities management tenders.

Questions

Who buys fire alarm maintenance contracts in the public sector?

Councils, universities, schools and NHS trusts are the kinds of buyer to look for. The legal duty to keep fire safety equipment maintained sits with the responsible person for the premises (England and Wales; Scotland and Northern Ireland have separate fire safety law), and that duty is the legal backdrop to maintenance contracts. Check the buyer named in each notice.

Do I need third-party certification to win fire safety contracts?

We can't point to a legal requirement, and we haven't sourced any scheme, so we don't claim certification is mandatory. A pack can still ask for it. Read the pack for the scheme named, what the certificate must cover and whether it must be held when you bid.

What insurance do fire risk assessors need for tenders?

The buyer sets the level, and we can't give a typical figure. Assessors may be asked for professional indemnity as well as public liability. If you employ staff, employers' liability insurance is compulsory for employers in Great Britain, with limited exemptions. Check the insurance section of the pack.

Can a small fire and security firm win school contracts?

Yes, it is possible. Procurement by a school is outside the Procurement Act's below-threshold rules, so check how the named buyer buys, and whether the buyer is the school itself or a council. Packs for school sites may ask for DBS checks for your engineers.

Why are fire safety tenders coded so differently?

There is no single CPV code for the work. Fire-alarm systems, fire-prevention installation works, fire-alarm system installation work, repair and maintenance of firefighting equipment, installation of fire protection equipment, and fire and explosion protection consultancy can all describe the same job, so the live list on this page combines them.
