There is no single portal for South East tenders. Kent has the Kent Business Portal, Hampshire councils such as Fareham and New Forest point to the South East Business Portal, and Horsham names the SE Shared Services e-Sourcing Portal. New opportunities under the Procurement Act 2023 are also advertised on Find a Tender, which is where our live list comes from. In the week to 10 Oct 2026, 40 live notices named a South East delivery location (as of 10 Oct 2026).
Where South East public buyers publish tenders
Kent Business Portal. Kent County Council and partner authorities advertise opportunities on the Kent Business Portal. We have not assessed the portal itself: check its own pages for how to register and whether it offers alerts.
South East Business Portal. The South East Business Portal runs on ProContract, is free to join and sends email alerts. Fareham names it as its preferred route, and New Forest describes it as used by “over 35+ local authorities and fire authorities”. That’s New Forest’s figure, not ours. Check the portal’s own pages for which councils use it.
Other systems. Horsham points suppliers to the SE Shared Services e-Sourcing Portal, and Woking uses In-Tend. We couldn’t verify those portals’ addresses, so follow the links from the council pages.
Find a Tender and Contracts Finder. Since 24 February 2025 no new procurements can start under the old rules (the Public Contracts Regulations 2015), and new below-threshold opportunities must be advertised on Find a Tender (PPN 019, para 8). Contracts Finder still carries notices for procurements that started under the old rules (PPN 019, para 7). Quotes run only on a council portal won’t appear in our list. For a wider comparison, see every UK tender portal, listed.
Who buys in the South East
County councils, district and borough councils, fire and rescue services, NHS bodies, universities and housing associations all advertise. In our data, East Sussex County Council had 4 live notices in the week to 10 Oct 2026 (as of 10 Oct 2026). Check the buyer on each notice against the systems above so you know where to register.
Local support for small suppliers
The Business Support Service gives free advice to businesses in England on 0800 998 1098, Monday to Friday, 9am to 6pm (gov.uk). The page also points to local growth hubs, which you can find through the growth hub finder. We haven’t checked which hubs run tender workshops.
Winning public contracts in South East England
Registering doesn’t mean you’ll be invited. Fareham’s page says registration doesn’t mean an invitation to tender will follow. Read each notice you want to bid for and follow the steps it gives for how to respond.
Think county by county. Some government bodies can reserve lower-value competitions to suppliers in a single county. PPN 005 lets central government departments and their agencies do that for below-threshold procurements, though not by UK nation. Councils aren’t in scope but may apply its principles. Where a notice restricts bidders by location, it will say so, so check before you spend time on it.
Know the notice thresholds. A below-threshold contract is “notifiable” at £12,000 or more for central government bodies (NHS trusts included) and £30,000 or more for other authorities, including VAT, and the buyer must then publish a below-threshold tender notice (section 87), unless it invites only a closed group (gov.uk guidance).
Set up your Find a Tender record once. gov.uk’s supplier guide says registration is free, is only needed when you want to bid, and stores your core business details for reuse across bids. That record sits alongside, not instead of, any council portal registration.
Bid for part, not all. For above-threshold contracts, the buyer must consider before publishing a tender notice whether the work could be split into lots; if it thinks lots would be appropriate but doesn’t use them, it must give reasons (section 18). In the week to 10 Oct 2026, 62 of the 470 live UK notices were multi-lot (as of 10 Oct 2026). If you can only cover one district, look for the lot that matches it.
Read the award notices. After signing a notifiable below-threshold contract (£12,000 or more for central government, £30,000 or more for others, including VAT), the buyer must publish a contract details notice (section 87), usually within 30 days for central government bodies and 90 days for others (gov.uk guidance). Searching these for East Sussex County Council or the Kent councils shows what they have bought and from whom.
Ask for the pack early. Only 29 of the 470 live notices in the week to 10 Oct 2026 (about 6%) stated insurance requirements in the notice itself (as of 10 Oct 2026). Check public liability and turnover tests in the pack before you commit bid time. Named certifications are just as rare in notice text: 29 of the 470 live UK notices (about 6%) named one (as of 10 Oct 2026), so ask early what the pack expects and whether you can obtain it before award. Our tender eligibility checker is coming soon. Until then, tell us your trade and postcode to join the free weekly list of live tenders, starting soon.
Use the buyer’s own contact route. Ashford says bids go through the Kent Business Portal. Send questions and clarifications by the route the notice or tender documents give. If a notice names a different system from the one you registered on, register on that one well before the deadline.
Questions
Which tender portal do Kent councils use?
Kent County Council and partner authorities advertise opportunities on the Kent Business Portal. We have not assessed the portal itself: check its own pages for registration and alerts.
What is the South East Business Portal?
It is a ProContract portal that is free to join and sends email alerts. New Forest District Council describes it as used by "over 35+ local authorities and fire authorities". Check the portal's own pages for which councils use it.
Do I have to register on every council's portal?
Only if you want to bid for work from councils on different systems. The Kent Business Portal, the South East Business Portal, the SE Shared Services e-Sourcing Portal and Woking's In-Tend site are different portals: check each one's own pages for how to register, and register where you would really deliver.
Does registering mean I'll be invited to tender?
No. Fareham Borough Council's page says registering doesn't mean you will be invited. Read each notice you want to bid for and follow the steps it gives for how to respond.
Does TenderWorthy include council portal quotes?
No. We list notices from Find a Tender and Contracts Finder. A quote run only on a council's portal will not appear in our list.
