For South West tenders from councils, start with Supplying the South West, the portal Plymouth, South Gloucestershire and Gloucester point suppliers to. Plymouth describes it as free, with alerts once you register. It sits alongside Find a Tender, where new opportunities under the Procurement Act 2023 are also advertised and where our live list comes from. In the week to 10 Oct 2026, 31 live notices named a South West delivery location (as of 10 Oct 2026). Treat that as a subset: quotes run only on the portal won’t appear in our list.
Where South West buyers publish tenders
Supplying the South West. We have not assessed the portal itself, so check its own pages for how it works. Gloucester City Council’s page says you can browse opportunities without registering. Plymouth City Council’s explainer says it is free and that you register to get alerts. South Gloucestershire says it publishes there alongside other South West councils, so check the portal for the current list. Gloucestershire County Council has its own current opportunities page. For portal queries, check the portal’s own pages.
Advantage South West. There is also an Advantage South West portal on ProContract. We haven’t verified who its members are, so we don’t describe it further.
Frameworks and other buyers. Bath and North East Somerset Council has a page on finding its contract opportunities, including frameworks; check it for whether a framework needs a separate registration. NHS bodies, universities and housing associations may use other systems, so check each notice.
Find a Tender and Contracts Finder. Since 24 February 2025 no new procurements can start under the old rules (the Public Contracts Regulations 2015), and new below-threshold opportunities must be advertised on Find a Tender (PPN 019, para 8). Contracts Finder still carries notices for procurements that started under the old rules (PPN 019, para 7). For how the main portals compare, see our guide to UK tender portals.
Who buys in the South West
County, unitary and district councils are the main repeat buyers. Plymouth, Gloucester, Gloucestershire, South Gloucestershire, and Bath and North East Somerset all appear above because their own pages explain how they buy. NHS bodies, universities, housing associations and combined authorities also advertise. The live list on this page shows who is publishing now. The region is long, so the live list may show buyers a long way from you.
Local support for small suppliers
The Business Support Service gives free advice to businesses in England on 0800 998 1098, Monday to Friday, 9am to 6pm (gov.uk). The page points to local growth hubs, which you can find through the growth hub finder. Ask whether yours helps with tendering. We haven’t checked what each hub offers.
Winning public contracts in the South West
Check how to express interest. Plymouth says registering on the portal gets you alerts; that isn’t the same as bidding. Check each notice and the portal’s own pages for how to express interest in a tender. If the work is bought through a framework, expect a separate registration; check the framework’s own pages.
Be honest about distance. From Penzance to Gloucester is a very long way. A service business needs a base within a realistic response time of the site. Check the delivery location in the notice before you read the pack, and set a radius you could actually serve.
Use the lower-value rules. A below-threshold contract is “notifiable” at £12,000 or more for central government bodies (NHS trusts included) and £30,000 or more for other authorities, including VAT (section 87(4); gov.uk guidance). If the buyer advertises a contract of that size, it must first publish a below-threshold tender notice on Find a Tender. It needn’t if it only invites suppliers it has chosen. For most of these contracts, buyers can’t shortlist on experience or accounts before inviting tenders (section 85). Larger works contracts and framework call-offs are exceptions. The guidance also says buyers must consider barriers small firms face before inviting tenders, so if a requirement looks out of proportion, ask the buyer before the deadline.
Frameworks need their own homework. In the week to 10 Oct 2026, 72 of the 470 live UK notices mentioned frameworks or DPS (as of 10 Oct 2026). Some frameworks need a separate registration, so a portal account isn’t the whole job. Read how to apply before you assume you’re in.
Know the payment terms. Section 68 implies a term in most public contracts under the Act that valid invoices are paid within 30 days. For a small firm taking its first council job, that is worth knowing before you price.
Register on Find a Tender when you bid. gov.uk’s supplier guide says registration is free and only needed when you want to bid.
Read the award notices. For a notifiable below-threshold contract, the buyer must publish a contract details notice after entering into it (section 87(3)). The gov.uk guidance sets out 30 days for central government bodies and 90 days for others (gov.uk guidance). They show which firms are already supplying your local councils, and whether work is split between several small suppliers.
Look at the pack for insurance. Only 29 of the 470 UK live notices in the week to 10 Oct 2026 (about 6%) stated insurance requirements in the notice itself (as of 10 Oct 2026). Check public liability and health and safety accreditation in the pack before you commit bid time. Our tender eligibility checker is coming soon. Until then, tell us your trade and postcode to join the free weekly list of live tenders, starting soon.
