Civil engineering tenders cover the structures and underground works that roads, rail, water and buildings depend on: bridges and retaining walls, culverts, drainage and sewers, pipelines, and the ancillary works around cables and ducts. Buyers include councils, housing associations and government bodies. This page covers civils works only. For road maintenance see highways maintenance tenders, and design consultancy sits under engineering consultancy tenders. Our tender eligibility checker is coming soon. Until then, tell us your trade and postcode to join the free weekly list of live tenders, starting soon.
What buyers usually ask civil engineering contractors for
Several checks come from health and safety law. Anything beyond the legal points sits in the tender pack.
CDM 2015 roles and competence
Civils sites can have several contractors. Where more than one contractor works on a project, or it is reasonably foreseeable that more than one will, the client must appoint a principal designer and a principal contractor in writing. Anyone appointed must have the skills, knowledge and experience, and (for an organisation) the organisational capability for the role, and the person appointing must take reasonable steps to check. Expect questions on your safety management, supervision, temporary works control and past projects.
Health and safety schemes and quality certification
Some buyers ask for membership of a health and safety assessment scheme or pre-qualification register. Our page on Constructionline and SSIP explains how they work. Others ask for ISO 9001 (quality) or ISO 14001 (environmental) certificates, or for your own policies. See ISO 9001 for tenders. The buyer decides what counts.
Street works qualifications where works are in the highway
In England and Wales, an undertaker whose street works break up the street, or tunnel or bore under it, must have them supervised by a person with a prescribed supervisor qualification. Where works break up or open the street, at least one person with a prescribed trained-operative qualification must be on site at all times (save in prescribed cases). The duty is on the undertaker, so if you work for one, expect to evidence your people’s qualifications. More on this under highways maintenance tenders.
Insurance
Employers’ liability insurance is compulsory for employers in Great Britain, with limited exemptions (Employers’ Liability (Compulsory Insurance) Act 1969), and gov.uk says the cover must be at least £5 million. Public liability and contract works cover are set by the buyer. The buyer sets this in the tender pack. Only 29 of the 470 live notices in our data (about 6%) stated insurance requirements in the week to 10 Oct 2026 (as of 10 Oct 2026).
Financial standing for larger works
Larger works bring financial questions. Buyers set any turnover test contract by contract. The buyer sets this in the tender pack, so read it before you spend time on the response. Our page on turnover and financial standing tests explains how they work.
How to win civils contracts
Frameworks and call-offs, dynamic markets
A framework is a contract with suppliers for future call-offs, and call-offs can be awarded with or without competition between members. A framework’s term is limited to four years in most cases. Dynamic markets (formerly dynamic purchasing systems) must stay open to new suppliers at any time. In the week to 10 Oct 2026, 72 of the 470 live notices in our data mentioned frameworks or dynamic purchasing systems (DPS, now called dynamic markets) (as of 10 Oct 2026). Our guide covers getting on a framework.
Lots and value bands
On above-threshold contracts, a buyer must consider lots, or give reasons for not using them. Civils frameworks may be split by value band or area, so pick the band that matches your biggest job. In the week to 10 Oct 2026 there were 119 live construction notices in our data, the parent sector (as of 10 Oct 2026).
Below-threshold works
Works contracts start to fall under the full rules at £5,193,000 including VAT for procurements from 1 January 2026. Below that, if a buyer invites tenders, it can’t run a separate suitability stage before tenders are submitted, but it can still assess suitability at the award stage (Welsh devolved buyers and framework call-offs aside). The gov.uk guidance covers this. The exception is works estimated at £135,018 or more (central government) or £207,720 or more (others) (from 1 January 2026).
So a £150,000 council culvert repair can’t have a separate suitability stage before tenders are submitted (suitability can still be assessed at award), but for a £300,000 one the buyer may add one, so you may face selection questions first.
If a buyer advertises a below-threshold contract worth £12,000 or more (central government, including NHS trusts) or £30,000 or more (other authorities), including VAT, it must first publish a below-threshold tender notice. Buyers can also invite quotes from chosen suppliers without advertising. The gov.uk guidance explains the rules.
Programme, temporary works and environmental controls
Civils quality scores can be won on method. Show a realistic programme, how you control temporary works, and how you protect watercourses, neighbours and the public. Name the person who will run the site. A programme with no float for weather or ground conditions reads as a risk to the buyer.
Pitfalls
- pricing ground risk as if the survey were complete
- leaving dewatering unpriced
- a weak carbon answer on a major central government contract, where bidders are asked for a Carbon Reduction Plan (PPN 006)
- ignoring social value: central government departments, their executive agencies and NDPBs must give social value at least a 10% weighting on above-threshold contracts where it is relevant and proportionate (PPN 002)
The live list on this page picks up notices tagged with CPV codes for engineering works (4522), pipelines, communication and power lines (45231) and ancillary works for pipelines and cables (45232), which includes drainage. It leaves out the highways code. Related work: see construction tenders.
Questions
Where are civil engineering tenders published in the UK?
Notices go on Find a Tender and Contracts Finder, and TenderWorthy covers both. Scottish public bodies must advertise regulated procurements on the Public Contracts Scotland website, which TenderWorthy doesn't cover.
Do I need Constructionline to win civils work?
It depends on the buyer. Some ask for membership of a health and safety assessment scheme or pre-qualification register, and some run their own questionnaire. Whether a scheme counts is the buyer's call, set in the tender pack.
What turnover do I need for civil engineering contracts?
There is no standard figure. Buyers set any turnover test contract by contract. The buyer sets this in the tender pack. Smaller lots and below-threshold jobs are the way to build a track record if you fall short on larger works.
What's the difference between civil engineering works and consultancy tenders?
Works tenders buy the physical construction: bridges, culverts, drainage, pipelines. Consultancy tenders buy design, surveys and advice, and sit on our architecture and engineering page. Road maintenance has its own highways page.
How do civils frameworks work under the Procurement Act 2023?
A framework is a contract with suppliers for future call-offs, which can be awarded with or without competition between members. Most frameworks are limited to four years, with a longer term allowed only if the buyer gives its reasons in the notice. Open frameworks re-open so that new suppliers can join.
